I think they are only drops. No collectors or quests I know that give them.

Theres one thats a quest reward in pre searing, cant remember where, just remember it in my inventory.

My pre-searing mesmer got one somehow, I think as a quest reward. Don't know which quest, though...

The pre-searing quest "Poor Tenant" or w/e where you move the bees with the honeycomb.

They are also semi-common purple item drops.
